What is this 4.578% transfer tax people keep mentioning?

Every sale inside city limits pays a realty transfer tax of 4.578% of the price: 1% to Pennsylvania and 3.578% to Philadelphia. Buyer and seller usually split it. Cross into Bucks, Montgomery, Delaware or Chester and the total normally drops to about 2%. The full guide is here.
